Appointments to the Council are made by the Special Minister of State. There is currently four anticipated vacancies on the Council. In addition to the capacity to represent these interests, the Territory Records Office seeks members of the Council who can:

provide strategic advice to the Director, particularly on the matters identified in the Act;
appreciate the role and significance of government archives for the ACT community; and
develop an understanding of the importance of recordkeeping to government efficiency and accountability, particularly in a digital environment.
